Wait. Writing for a medium requires patience. Sometimes editors answer right away (one week) other times it takes a month to answer.

If the answer is negative, they answered you very quickly. sometimes they will send the word reminder to greet you.

It also uses instinct to know whether or not you expect this way. sometimes you will have to wait months to have a definitive answer.

What do I say if they answer me and are interested?

very good! If you managed to get them to answer then you won half the battle. What you need to do is send three or four proposals to write. Try to be interesting and little known approaches.

For example, a known destination must be turned around and something very little known must be written. Also have a portfolio of photos, because they will ask for them too. then wait for the answer.

How much to charge for your work?

Editors have a covered budget for those who want to write. They are going to tell you how much they are going to pay and they will not ask you how much you charge. If you see that what they pay is little, look for another way. Once again, the decision is in your hands.
